Tim Decker was appointed as the director of the Missouri Division of Youth Services in January 2007. For the past 24 years he has served in a variety of leadership positions with the Missouri Department of Social Services and the Greater Kansas City Local Investment Commission (LINC), one of Missouri’s innovative public/private community partnerships. He previously served as a program manager and administrator with the Division of Youth Services from 1984 – 1993. During this time, he managed community, moderate, and secure care facilities; and served as an assistant regional administrator in the Northwest Region. Tim worked from 1994-1995 with the Missouri Family & Community Trust statewide system change initiative; and has served as a social worker, therapist, and treatment coordinator with agencies in the private non-profit sector. Tim is certified as a national trainer for Families and Schools Together, a model prevention program with the U.S. Department of Justice, Office of Juvenile Justice & Delinquency Prevention (OJJDP). Tim earned his degree in Social Work and Psychology in 1982 from Park University in Parkville, Missouri and completed the Institute for Education Leadership Education Policy Fellowship Program in 2007. Tim serves as a frequent presenter on topics such as juvenile justice reform, results-based accountability, family and community engagement and organizational leadership, management and culture change. |

Steven Hornsby was appointed to this position in March 2005. Steve Hornsby served as general sessions and juvenile court judge of Hardeman County for 13 years where he served on the Executive Committee of Tennessee Council of Juvenile and Family Court Judges for six years. In 2003, Governor Phil Bredesen appointed Hornsby to the Children’s Cabinet, an executive-level work group that focuses on improving services to children in Tennessee. Steve retired from the bench in 2003 and became special assistant to Commissioner Miller and, in 2004, Miller named him general counsel for the department. Steve was named the 2004 recipient of the McCain-Abernathy Award at the annual Joint Conference of the Juvenile Court Services. This award honors current or former judges who have demonstrated dedication and commitment to improving the juvenile court system and achieving better outcomes for children. |

Dan Maldonado currently serves as the Director for the Division of Juvenile Justice Services, formerly Youth Corrections. He was appointed to that position in August of 2005. As Director, he is responsible for the administration of custody programs for delinquent youth. The Division runs programs ranging from short-term receiving centers, to community alternatives, to long-term secure facilities. The agency operates 33 facilities statewide and employs 960 full and part time staff, with a budget of $105 million. Prior to coming to Juvenile Justice Services, Dan worked at the Juvenile Court, District and Circuit Courts, designing and implementing programs ranging from privatized probation programs to court collections. During his tenure at Juvenile Court, he conducted research on race and incarceration of minority youth. Dan served for eight years as Executive Director of a private provider agency, contracting with State and Federal governments in youth corrections and substance abuse before accepting employment with the Courts. He has also served in many civic capacities including the Judicial Nominating Commission and the Commission on Justice in the 21st Century. Dan graduated from the University of Utah in Psychology, and did his graduate work in Educational Psychology. He is a Salt Lake native. |
