The Council of Juvenile Correctional Administrators (CJCA) is proud to announce that Michael Dempsey has been selected as CJCA’s new Executive Director.  Mike was voted in unanimously as Executive Director during the CJCA Business Meeting election held on Oct. 6 during the annual CJCA Leadership Institute Meeting held in Chicago.   Mike follows the first Executive Director Edward J. Loughran for CJCA, who founded the national organization of youth correction chief executive officers in 1994.

Mike previously served as Executive Director of the Indiana Department of Corrections, Division of Youth Services from 2009 to 2015.   He began his work with the Indiana Department of Corrections as Superintendent of the Pendleton Juvenile Correctional Facility in June 2006. Prior to moving to Indiana, he served as the Superintendent of the Kansas Juvenile Correctional Complex for approximately two and a half years. He began his career in corrections with the Missouri Department of Corrections, starting as a Corrections Officer at the Missouri State Penitentiary in 1985. Since that time, Mike has held positions as a Correctional Sergeant, Lieutenant, Captain and Major. He has also held positions as Correctional Training Officer, Internal Affairs Investigator, Assistant Superintendent and Associate Superintendent.

He has extensive experience with CJCA and Performance-based Standards (PbS).  He served as president of the CJCA Board of Directors for two years (2012-2014), and on the PbS Board of Directors for four years, two of those years as president.  Mike was an active member of CJCA while he was director of Indiana DYS.  His extensive experience with the organization and within the field will help CJCA significantly during this important time of transition.

Mike holds a Bachelor of Science degree in Public Administration and Criminal Justice and has been actively involved with the American Correctional Association (ACA) as a member and certified auditor. He mostly served as the President/COO of Youth Opportunity Investments and brings a unique experience and perspective in both the public and private sectors in the juvenile justice field.

Mike will officially begin his role as Executive Director on Oct. 24 and will be responsible for managing daily operations, budget and planning and relationships with national juvenile justice organizations.   He can be reached at the CJCA office at 781-843-2663 or at This email address is being protected from spambots. CJCA is dedicated to the improvement of juvenile correctional services and practices and to the development of leadership within juvenile justice systems.

Please join us in welcoming Mike to his new role with CJCA.

Thank you Ned!

We acknowledge the leadership of CJCA’s founder and first Executive Director, Edward J. Loughran “Ned” who sadly passed away on Oct. 14, 2016.   Ned’s extraordinary leadership, guidance and dedication helped and guided so many of us within the juvenile justice system.  His lifelong work has helped to advance the field and make the system better for all youth by improving overall conditions of confinement and promoting long-term positive youth outcomes.   He was an inspiration to all of us and will be deeply missed by all.

“OJJDP has lost a true friend and partner,” said OJJDP Administrator Robert Listenbee upon hearing of Mr. Loughran’s passing. “Ned's contributions to advancing juvenile justice reform are singular. His efforts to reduce the practice of isolation and encourage the use of data to improve the care and safety of youth in facilities has had a profound and lasting impact. He will be greatly missed.”
