Community-based Standards (CbS)
In 1995, the Office of Juvenile Justice and Delinquency Prevention (OJJDP) awarded CJCA a grant to develop a set of standards addressing the safety, order, security, education and health within secure juvenile facilities. CJCA used this grant to establish the award-winning Performance-based Standards (PbS) project, which assesses the processes of continuous improvement at juvenile justice facilities to promote safer conditions and increased services for youths.
Community-based Standards (CbS) is CJCA’s most recent project that applies the PbS model of performance evaluation in secure facilities to community residential programs for youths involved in the juvenile justice system. The goal of CbS is to establish and sustain systems for continuous improvement and accountability in community-based residential programs across the country.
